Abstract

The article deals with the issues of substantiating the development and implementation of individual programmes for socio-economic development (IPSED). The regions were selected on the basis of a study of four indicators (average per capita cash income of the population; the share of the population with cash incomes below the subsistence level; unemployment rate; investment in fixed capital per capita) in a three-year period of socio-economic development among 85 constituent entities of the Russian Federation. Average per capita cash incomes of the population were considered as indicators characterising the purchasing power of the population. The forecast of the average per capita money income of the population revealed the potential purchasing power of the population of the analysed territory. The indicators of the share of the population with cash incomes below the subsistence minimum established in the region were used to characterise the level of poverty. Unemployment indicators were considered as determining and characterising the level and pace of economic development of the territory. Indicators of investment in fixed capital per capita were studied as characterising the selected territories from the perspective of an investment platform for the future development of entrepreneurial activity. Individual programmes of socio-economic development were designed to create certain conditions for advanced socio-economic development. The purpose of the research is to study the qualitative component of the IPSED in a region with a low level of development. A set of methods was used (comparison, cartography, etc.) in order to make the intermediate approbation result of the study the most relevant. Taking into account the established goal, the analysis of individual programmes for the socio-economic development of the regions was carried out by the authors from the point of the quality of the IPSED and its real impact on the economy of a region with a low level of development. The IPSED is also considered as one of the possible driving ways to improve the socio-economic situation of a region with a low level of development. At the same time, the trending basis for the development of the considered strategic document is its “uniqueness/individuality”, that is, the effectiveness of programme activities is adjusted to the potential economic development of a region with a low level of development. The result of the study will be of an interim-recommendatory nature, since IPSED are implemented in areas with a low level of development until 2024. Based on the results of the study, as well as on the basis of other studies of the scientific community, it is possible to recommend to the regional authorities to identify the weaknesses of the programme for themselves and, when prolonging the IPSED until 2027, minimise its negative aspects and increase the positive effects for the region's economy.
