The need for political integration and modernization of Russia's political system made the idea of the formation and development of civil society urgent. The basic forms of its existence and prospects for development constitute the problem field of a number of social sciences. Theoretical and methodological approaches to solving problems of building civil society need to be confirmed by the practice of social management, which is the purpose of this article, which analyzes the effectiveness of interaction between executive authorities and civil society institutions with the help of public relations services. Informational and PR support in state structures is not only a certain guarantee of their legitimate existence, but also affects the effectiveness of activities. The problems of federalism, the growth of the powers of the regions of the country at the expense of federal powers make the work of public relations specialists not only at the federal level, but also at the level of the subjects of the federation of the republics, regions and at the local level. Local governments differ in their work from federal structures, since they are closer to the population than the central bodies of the state. In this regard, a study was conducted to determine the effectiveness of using public relations services in the interaction of executive authorities with civil society. In the course of the study, it was found that activities aimed at building harmonious relations with target groups, the public and institutions of civil society are carried out fragmentarily and inconsistently. In connection with this, the executive authorities are invited to strengthen their work in the communication and information sphere, to pay sufficient attention to the interaction of the government with civil society institutions in order to avoid social tensions.
