Family policy and social practice for human development

The article analyzes experience and practice of solving actual problems of the family, parenthood and childhood in the Russian Federation and some of its subjects, including the Republic of Bashkortostan. The main stages of the formation of the state family policy in modern Russia, as well as organizational, methodological and conceptual approaches to its implementation are under review. It is emphasized that the absence of a unified system of management and coordination of state family policy at the national, regional and municipal levels is one of the deterrent factors for the development not only of the institution of the family, but also of its most important functions. Three consecutive stages of forming the foundations of modern state family policy in Russia and its regions have been singled out. A characteristic feature of the first stage is the increased attention to the problems of children as the most vulnerable social and age group. The second stage is characterized by the beginning of the implementation in 2006 of national priority projects: “Health”, “Education”, “Housing” and “Development of the agro-industrial complex”. From the third stage, the problems of the family are gradually moving to the center of state social and demographic policy. The analysis of the organizational forms of implementation of family policy in the regions of Russia and measures of social policy for the purposes of supporting and developing the family, parenthood and childhood is presented. The idea of conceptualizing of the foundations of regional and state family policy is not only recognized but reduced to practice at the level of many Russian regions. It can also be stated that the gradual institutionalization of state family policy at the national (federal) level is basically going “bottom-up”. This is facilitated, on the one hand, by the initiative and practical deeds of the regions, on the other – by public initiatives and projects, actions and ideas of the civil society institutions. Active participation of the civil society institutions in implementation of the main goals and objectives of the family policy demonstrates the increasing joint responsibility of the state, society and the individual for strengthening and developing the institution of family and family relations.
